In the beginning, July 1997, the Speech and Language Planning Initiative Steering Committee under the guidance of the Waterloo Region District Health Council completed the Preschool Speech and Language (PSL) Services Plan for the Region of Waterloo. The proposed plan was subsequently submitted and approved on December 5, 1997 by the Honourable Elizabeth Witmer, Minister of Health, Ontario government.
The system developed emphasizes:
- early identification and response
- improved access to services
- combined centre-based and community outreach
- prevention through health promotion
- full assessment services
- variety of intervention models
- quality staffing and resources
Growth in the community has continued. We have seen a rise in referrals for service, education of service providers and opportunities to work with a diverse population. The past few years have shown a gradual shift in response times, realizing the limits of resources were outweighed by community needs. The community worked hand-in-hand in the Fall 2005 to create a viable 10 year plan that would support young children and families getting the “best start” in life. The vision and motivation to implement the plan is strong but will not be realized to its fullest extent without additional funding resources. In the interim, smaller scale initiatives unfold through integrated planning and programming with community partners.
